Lucknow city is known for “Navabi” culture and civilization since ages. A very popular Social Organisation “Ek Pahal” recognising the personalities of Uttar Pradesh by confirming “UP ICON” AWARDS.This year added a new subject – animal health care , treatment and animal welfare. Dr. Neelam Bala, Secretary – Animal Welfare Board of India(AWBI) has been conferred U.P. ICON Award-2019 in a public function held in the capital of Uttar Pradesh, Lucknow.

The UP ICON AWARD,2019 given for her dedicated life in the area of veterinary practice, research, education, training and developmental activity. She is also first veterinarian doctorate administrator of the AWBI specialised in animal genetics and breeding. Currently ,Dr Neelam is on deputation with the Central government from October 3,2018. She is a very keen to support the State through Central projects on animal welfare to make the State most prosperous.

Dr. Neelam Bala is a popular veterinarian in Uttar Pradesh in the Department of Animal Husbandry. She has has worked as Estate Officer, Nodal Officer (Training) and Member of various committees in the Department of Animal Husbandry, Government of Uttar Pradesh and she has been instrumental in achieving livelihood support objectives of Sodic Land project- III, a World Bank Project implemented by U.P. Bhumi Sudhar Nigam.

She did her B.V.Sc.& A.H. from Chaudhary Charan Singh Haryana Agricultural University, Hisar in Haryana; M.V.Sc. from the same University and also Ph.D. in animal genetics and breeding. She has participated in training programs related to general management, governance and veterinary science and animal welfare in IIM ,IVRI, MANAGE, NIDM, WII, IASRI, NIRD, CPDO. She has several national and International research papers to her credit having been published worldwide. Also represented India in training program on Animal Health in Colorado State University Fort Collins, U.S.A. She presented paper in ‘International One Health Congress’at CSIRO,Melbourne,Australia.

She is member of many associations related to Animal Sciences including IAAVR, ISVM, ISAGB, LASAI. She is also reviewer and executive member of several Journals. She is nominee in various Animal Ethics committees including CDRI, IITR, NBRI. Dr. Neelam Bala has been awarded by various organizations for her contribution, notable being Lady Veterinarian Award, Santulan Award, Dr.A.P.J. Abdul Kalam Excellence Award, Rashtriya Gaurav Award, Young Scientist Award, and National scholarship by Ministry of HRD Government of India.

Dr. Neelam Bala is particularly keen on animal Welfare and Ethics for better care of homeless animals, large and small those are abandoned. She wanted to make a bridge among government, animal lovers and public for solution of animal care on the spot. She is very keen for women empowerment in the field of animal welfare to make change.
