Veterinary graduates paased from Veterinary universities of our country when they apply for Universities in abroad for pursuing higher education / going to Veterinary Practice/ Service have to clear a qualifying exam according to the rules of that country. After qualifying they are duly registered in that country and then only they can start their professional activities in the respective country.
Whereas the Veterinarians educated from the Veterinary Universities abroad do not have to pass any qualifying examination when they apply in India for this. Also there is no provision to register them in the Veterinary Council of India.
In this regard, Medical Council of India made a amendnent in sub-section 4 (A) of section 13 of the MCI Act 1956 . Physicians possessing medical science degree from abroad are registered by the Medical Council of India only after passing the qualifying examination. Then only he can he start his professional activities in India.
Many students of the country and their parents were worried that there was no provision to register them by the Veterinary Council of India as there was no such provision in rules in this regard.
Keeping this in view, an amendment was made in Section 16(5) of Veterinary Council of India Act 1984 (84 of 52) and a proposal for amendment was sent to the Government of India. After this amendment, individuals possessing a degree in Veterinary Science from abroad will have to qualify a examination in India. Only after that he/she will be registered with the Veterinary Council of India and then only that person will be able to carry on his professional activities in India.

सादर नमस्कार,
हमारे देश के पशु चिकित्सक साथी जब विदेशों में भारतीय पशु चिकित्सा विश्वविद्यालयों से डिग्री प्राप्त कर विदेशों में उच्च शिक्षा प्राप्त करने/ वेटरनरी प्रैक्टिस / सर्विस में जाने हेतु आवेदन करते हैं तो उन्हें उस देश के नियमानुसार क्वालीफाइंग एग्जामिनेशन उत्तीर्ण करनी पड़ती है। उसके बाद ही उनको उस देश में विधिवत पंजीकृत किया जाता है एवं उसके बाद ही वह अपनी गतिविधियां संबंधित देश में प्रारंभ कर सकते हैं।
जबकि विदेशों के पशु चिकित्सा विश्वविद्यालय से शिक्षित पशु चिकित्सक जब इस हेतु भारत में आवेदन करते हैं तो उन्हें कोई क्वालीफाइंग एग्जामिनेशन पास नहीं करना होता है। ना ही भारतीय पशु चिकित्सा परिषद में इनको पंजीकृत करने का कोई प्रावधान है।
इस संबंध में मेडिकल काउंसिल ऑफ इंडिया द्वारा इंडियन मेडिकल काउंसिल एक्ट 1956 की धारा 13 की उप धारा 4(A) में संशोधन कर लिया गया। विदेशों से चिकित्सा विज्ञान की शिक्षा प्राप्त वाले चिकित्सकों को क्वालीफाइंग एग्जामिनेशन पास करने के बाद ही भारत में मेडिकल काउंसिल ऑफ इंडिया द्वारा पंजीकृत किया जाता है। उसके बाद ही वह भारत में अपने व्यवसाय संबंधी गतिविधियां प्रारंभ कर सकते हैं।
देश के कई छात्र एवं उनके पालक इस बात को लेकर काफी परेशान थे कि इस संबंध में कोई नियम न होने से उन्हें भारतीयपशु चिकित्सा परिषद द्वारा पंजीकृत करने का कोई प्रावधान नहीं था।
इसी बात को दृष्टिगत रखते हुए भारतीय पशु चिकित्सा परिषद अधिनियम 1984, 84 का 52 में धारा 16 (5) को संशोधन कर जोडा गया एवं संशोधन का प्रस्ताव भारत सरकार को भेजा गया । इस संशोधन होने के बाद विदेशों से पशु चिकित्सा विज्ञान में डिग्री प्राप्त करने व्यक्तियों को भारत में क्वालीफाइंग एग्जामिनेशन पास करनी होगी। उसके बाद ही भारतीय पशु चिकित्सा परिषद में उनका पंजीयन किया जाएगा एवं हमारे देश में उसके बाद ही वह व्यक्ति अपने प्रोफेशन संबंधी गतिविधियों का संचालन कर सकता है।
