Respected academicians and the entire Veterinary fraternity.
In the series of works done during my Presidential tenure to recognize Veterinary Colleges of various states of the country. I would like to bring to your knowledge that the main objective of this was
*Strengthening of Veterinary Profesion* –
1. The state governments announced the opening of Veterinary colleges in various states. Also, according to MSVE (Minimum Standards of Veterinary Education) all technical and non-technical posts were also approved. budgetary provisions wer also made for infrastructure development and students were also admitted in the first year.
2. Prior to admission permission was also not taken from the Veterinary Council of India as per rules by many states.
3. But the state governments had neither filled the posts nor completed the infrastructure as per MSVE norms in the colleges, due to which the colleges could not be recognized.
4. Final year students from this colleges were transferred to other recognized colleges for the exams as registration of pass out students from unrecognized college was not possible.
5. Keeping this problem in view, it was decided in the 49th meeting of the Indian Veterinary Council (which was the first meeting of my tenure).
If the recruitment to all the posts and the infrastructure development and other deficiencies in the Veterinary colleges in question are not being overcome within 6 months then the colleges will be closed and the students of that college will be transferred to other colleges.
6. But if the Chief Secretary of the state and the Vice-Chancellor gave a commitment in writing to overcome all the deficiencies within 6 months, after that the final inspection will be done. And the concerned college will be registered.
7. The Chief Secretary of all states committed to VCI in writing and corrected the deficiencies. Only then the respective colleges were recognized.
8. As a result, registration of students of these colleges started. Along with this, Veterinarians got an opportunity to be recruited in these colleges.

आदरणीय पशु चिकित्साविद मेरे अध्यक्षीय कार्यकाल में किए गए कार्यों की श्रंखला में देश के विभिन्न प्रांतों के पशु चिकित्सा महाविद्यालयों को Recognize करने
का मूल उद्देश्य *Strengthening of Veterinary profesion* था –
1. राज्य सरकारों द्वारा विभिन्न प्रदेशों में पशु चिकित्सा महाविद्यालय खोलने की घोषणा कर दी गई। साथ ही MSVE(Minimum Standards of Veterinary Education)के अनुसार तकनीकी एवं गैर तकनीकी पदों को भी sanction कर दिया गया। साथ ही इंफ्रास्ट्रक्चर हेतु बजट प्रावधान भी कर दिया गया एवं प्रथम वर्ष में छात्रों के एडमिशन भी कर लिए गए। 2. कई राज्यों के द्वारा एडमिशन के पूर्व भारतीय पशु चिकित्सा परिषद से नियमानुसार अनुमति भी नहीं ली गई ।
3. लेकिन राज्य शासन द्वारा महाविद्यालयों में नियमानुसार ना तो पदों की पूर्ति की गई, ना ही इंफ्रास्ट्रक्चर पूर्ण किया गया। जिसके कारण सम्बन्धित महाविद्यालय का Recognition नहीं हो सका।
4. Recognize नही होने के कारण कई राज्यों में छात्रों को फाइनल ईयर का एग्जाम देने के लिए अन्य Recognized कॉलेजों में स्थानांतरण कर दिया जाता था क्योंकि unrecognized कॉलेज से पास आउट छात्रों का रजिस्ट्रेशन संभव नहीं था।
5. इसी समस्या को दृष्टिगत रखते हुए भारतीय पशु चिकित्सा परिषद की 49 वीं बैठक (जो कि मेरे कार्यकाल की प्रथम बैठक थी )में निर्णय लिया गया की
समस्त प्रदेशों के पशु चिकित्सा महाविद्यालयों में अगर 6 माह के अंदर समस्त पदों की भर्ती एवं इंफ्रास्ट्रक्चर एवं अन्य कमियां यदि दूर नहीं की गई तो संपूर्ण कॉलेज बंद कर दिए जाएंगे एवं उस कॉलेज के संबंधित छात्रों को अन्य कॉलेजों में स्थानांतरित कर दिया जाएगा।
6. परंतु यदि राज्य शासन के मुख्य सचिव एवं कुलपति लिखित में यह कमिटमेंट देते हैं कि 6 माह के अंदर समस्त कमियों को दूर कर लिया जाएगा उसके बाद फाइनल इंस्पेक्शन किया जाएगा ।ततपश्चात ही संबंधित कॉलेज को रिकॉग्नाइज किया जाएगा।
7. समस्त राज्यों के मुख्य सचिव ने लिखित में VCI को कमिटमेंट किया एवं कमियों को पूरा किया। उसके बाद ही संबंधित कॉलेजों को Recognize किया गया।
8. इसके फलस्वरूप इन कालेजों के छात्रों को रजिस्ट्रेशन प्रारंभ हो गया। साथ ही कॉलेजों में भर्ती में पशु चिकित्सकों को अवसर प्राप्त हुआ।
